Bill Riggins has been practicing law for than 35 years. For virtually all of that time frame, he has focused on the energy regulatory, energy management, and energy infrastructure construction areas.
During his career, he has served as the first Consumer Counsel for the State of Kansas; General Counsel and Chief Legal Officer for Kansas City Power & Light/Great Plains Energy (today Evergy); Senior Vice President, Chief Strategic Officer and General Counsel for Kansas Electric Power Cooperative, and; the President and Chief Executive Officer for a construction consulting firm.

Bill received his B.S. and J.D. from the University of Kansas, and an M.B.A. from the University of Missouri-Kansas City. He is licensed in the state courts of Kansas, Missouri and Washington; the federal district courts of Kansas, and; the United States Supreme Court.
He has served on numerous boards of directors, and regularly writes and speaks about energy issues.
